Macau International Airport Hengqin Upstream Cargo Terminal Project Implementation Ceremony was held on 9th December 2024 at Hengqin Guangdong-Macao In-depth Cooperation Zone. At the witness of honourable guests: Chief Executive of the Macao Special Administrative Region (SAR) and Director of the Administrative Committee of the Hengqin Guangdong-Macao Deep Cooperation Zone Mr. Ho Iat Seng, Secretary for Economic and Financial Affairs of the Macao SAR Government and Chairman of the Executive Committee of the Cooperation Zone Mr. Lei Wai Nong, Deputy General Manager and Party Group Member of China COSCO Shipping Group Mr. Lin Ji, Chairman of the Executive Committee of Macau International Airport Company Limited (CAM) Mr. Chan Weng Hong, Deputy Director of the Executive Committee of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin Mr. Fu Yongge, Deputy Director of the Executive Committee of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin Mr. Su Kun, President of the Civil Aviation Authority of the Macao SAR Mr. Pun Wa Kin, Chairman and Party Secretary of COSCO Shipping Logistics Supply Chain Co., Ltd. Mr. Ji Haidong, Head of Checkpoint Enforcement Department of Macao Customs Service of Macao SAR Ms. Ung Ka Wai, the memorandum of construction and operation guarantee was signed by Director of the Economic Development Bureau of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin Mr. António Lei, Director of the Urban Planning and Construction Bureau of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin Mr. Cheong Kuk Kei, and Chairman of the Board and Legal Representative of Guangdong Hengqin Macao International Airport Logistics Co., Ltd. Mr. Lei Si Tai.

Chairman Chan Weng Hong expressed that the demand for air cargo is increasing along with the rapid development of e-commerce. With the guidance of the Macao SAR Government and the support of the Hengqin Administrative Committee, CAM has started cooperation with COSCO SHIPPING Logistics & Supply Chain Management Company Limited, subsidiary of China COSCO Shipping Group since September 2022. After in-depth research and study, it was decided to jointly invest in the establishment of a joint venture company, Guangdong Hengqin Macau International Airport Logistics Co., Ltd. with a strategic cooperation framework agreement signed in October 2023. Multiple key agreements for the upstream cargo terminal project are completed this year successively. After the first capital injection to the joint venture, a “Four-Party Agreement” was signed among CAM, the Executive Committee of the Guangdong-Macao In-Depth Cooperation Zone, COSCO SHIPPING Logistics & Supply Chain Management Company Limited and Guangdong Hengqin Macao International Airport Logistics Co., Ltd.

All the progression demonstrate the close cooperation and common vision of all parties. Guangdong Hengqin Macao International Airport Logistics Co., Ltd. successfully bid for a 66,700 square meter land for logistics use in November 2024, which will be constructed for the Upstream Cargo Terminal of the Macau International Airport. It will be continued to advance the design and subsequent review work, and is expected start construction in the first quarter of next year (2025). The project will be enhancing local aviation logistics capabilities and actively developing the regional economy.
